What is the difference between water resistant and waterproof mascara

I don't like waterproof mascara because the one i tried long time ago was hard to remove and it would smudge on my face even after removing. But recently I saw a video where someone preferred one over the other.

I've always assumed they were the same? Water Resistance means just that, it will not smudge as easily if you were to cry or get your eyes wet. However, it doesn't last as long as a good waterproof mascara. Not all waterproof mascaras are a like.

You just need to find one that works with your eyes. I have watery eyes do most waterproof mascaras still seem to smudge by the end of the day.
